I'd say that this looks like fairly typical symptoms of an infestation of the Red Palm Weevil, Rhynchophorus ferrugineus.
Flattened crowns and stunted fronds are classic for this. In your first picture, it's a little hard to see, but it looks like the newest fronds show some damage with chunks missing from them - another sign.
Happy to be proved wrong, but seems very likely to me. This pest has already caused so much destruction
